I want to make something different than a beef stew. I want to used onion and green & red peepers and a sauce over rice.

    For pepper steak is typically chuck and benefits from long slow stew or even sirloin.
    For pepper steak is filet skirt or even sirloin.

    It would work but it would not be as good a round steak cut into strips.

    Yes, you can but it would be tough unless you cook the meat down slow for a long time so it can tenderize.

    It will work, the key is to cut it in bite size pieces and cook the peppers and onions first, remove from pan and cook meat quickly, do not over cook. return peppers and onion to pan and heat sauce.
